According to the recent 2007 World Population Data Sheet issued by the PRB, 41% of Timor Leste’s children under 5 are underweight, registering the country at number 6 amongst the highest in the world. Timor Leste has had a long, conten-tious history with Indonesia. In 1999 the people of this beautiful province pro-claimed independence after a civil war (with the Indonesian government) result-ing in the death of hundreds. The entire infrastructure of Dili, including schools, hospitals, and homes, were burned to the ground. Since independence, the coun-try has been working hard to reassert itself as a strong. Since Indonesian gov-ernment phased out since the independence referendum in 1999, they have to face the big problems and challenges.

Some of those challenges are:
  1. Low health standards. The infant mortality rate is 80 per 1000 births, and the life expectancy rate is 57 years, much lower than in Indonesia (65 years old). The primary causes are malaria, respiratory infections, TB, di-arrhea, and malnutrition.
  2. Reproductive health is suffering. Only 30% of births have skilled birth at-tendance, and maternal mortality is 420 of 100,000 live births
  3. Lack of health resources. Basic infrastructure and human resources are limited. The local government clinic serving the health service takes up to 2 to 4 hours to access.
  4. Funding dependency. Government funding for development in East Timor is limited and depends largely on outside loans.

As a result, outsider involvement is still needed to help Timorese capacity build-ing, human resource enhancement, and moreover, to enhance Timorese people’s quality of life.
